I did not understand this. On the wharves and along the water front I could see hundreds of the citizens of Victoria. They were waving and brandishing their weapons. Pirates, naked and bound, roped together by the neck, lay on their bellies before them. A ship to my left, Spined Tharlarion, the flagship of Ragnar Voskjard, was aflame. I heard a ram strike a ship nearby, with a great splintering of wood.
